CAIRO (AP) — Two leading human rights groups on Thursday accused Egyptian authorities of failing to conduct an impartial and transparent investigation into the suspicious death of an economic researcher in custody.

In a joint statement, Human Rights Watch and Amnesty International accused Egyptian prosecutors of having turned a blind eye to “mounting evidence” that 48-year-old Ayman Hadhoud disappeared, was tortured, and was denied access to timely healthcare.

The Oregon Republican Party has its third new leader in less than 18 months after the unexpected resignation of its acting chair last week. Oregon Public Broadcasting reports the party said Wednesday that Gresham restaurateur and former legislative candidate Justin Hwang is the new party chair after he was elected vice-chair in late May. Outgoing chair Herman Baertschiger Jr., recently announced he was resigning effective July 5. Hwang said in a statement Wednesday that he's excited to bring a fresh voice along with years of experience as a small business owner. He is the first Korean American to serve as the chair of the state party.

A lawyer representing an Israeli woman convicted on drug charges in the United Arab Emirates says she has been sentenced to life in prison. The UAE court had initially sentenced her to death but cancelled it last week. Israel says it has closely followed the case. The UAE normalized relations with Israel in 2020 in the first of the so-called Abraham Accords brokered by the Trump administration. The 43-year-old resident of the northern Israeli city of Haifa was arrested in March 2021 and authorities found marijuana, cocaine and MDMA pills in the apartment where she was staying. She has denied they were hers. The UAE has some of the world's most restrictive drug laws.

Tadej Pogačar has won the sixth and longest stage of the Tour de France on Thursday to take the yellow jersey. The Slovenian pulled away in the sprint finish to take his first stage win this year after victory in the 2020 and 2021 Tours. He leads the Tour by four seconds from American rider Neilson Powless. Wout Van Aert was the leader heading into the imposing stage of nearly 220 kilometers through Belgium and northern France and was the focus of attention with a breakaway. Washington state officials say a sorority accused of charging University of Washington students for housing they couldn’t stay in during the beginning of the coronavirus pandemic will pay more than $250,000 in refunds. The Seattle Times reports the Washington state Attorney General’s Office announced the consent decree Wednesday. Early last year, Attorney General Bob Ferguson’s office sued Tennessee-based Alpha Omicron Pi, or AOII, accusing the sorority of violating emergency regulations by charging University of Washington members housing fees even as students couldn’t stay in the sorority’s Greek Row house because of the pandemic. AOII continues to deny wrongdoing in the consent decree. A lawyer for the organization didn't immediately provide comment Wednesday.

The Italian Foreign Ministry says it is working to quickly bring back an Italian family from Egypt whose 6-year-old son died suddenly in the Red Sea resort of Sharm el-Sheikh and the parents ended up hospitalized.The ministry said Egyptian law enforcement and medical authorities had already opened an investigation into the July 2 death of Andrea Mirabile, and ordered an autopsy. Italian news reports said the child was believed to have suffered from a case of food poisoning.  The ministry said the mother, Rosalia Manosperti, had been released from the international hospital in Sharm el-Sheikh, but that the father, Antonio Mirabile, remained admitted.The Red Sea beach resort, with its all-inclusive, luxury hotels, is very popular with Italians.

Spanish prosecutors say they have decided to look into allegations by a daughter of a former president of Angola that a conspiracy is behind her father’s serious illness. Former President José Eduardo dos Santos is in a coma in a Barcelona clinic. Catalan police have also confirmed they are examining the accusations by the daughter and that she has requested police protection at the clinic for the former head of state. Dos Santos voluntarily stepped down as head of state of the southern African country in 2017, when his health began failing after almost 40 years in power.

A Republican candidate for Michigan governor has pleaded not guilty for his actions during the insurrection at the U.S. Capitol on Jan. 6, 2021. Ryan Kelley has said he and other supporters of then-President Donald Trump were exercising their free speech rights on the day of the deadly riot. Kelley appeared via video Thursday for a brief hearing in federal court, weeks after the real estate broker was arrested at his home in western Michigan and charged with several misdemeanors. Kelley said little during the hearing. But at a debate Wednesday night, he said he and others at the Capitol were unhappy with the 2020 presidential election, when Trump lost to Democrat Joe Biden. Kelley is among five Republicans seeking the GOP nomination on Aug. 2.

A senior official at the European Union medicines agency says that many nations in the bloc are seeing a new wave of COVID-19 driven by highly-transmissible mutations of the omicron variant. The European Medicines Agency’s Marco Cavaleri told an online briefing Thursday that the BA.4 and BA.5 mutations are expected to become dominant across the continent, “likely replacing all other variants by the end of July.” He said that while there is no evidence the variants make people more sick than earlier strains of the virus, “the increase in transmission among older age groups is starting to translate into severe disease.”

Abiy in a parliamentary address repeated a vow to destroy the Oromo Liberation Army, a rebel group his government blames for two recent massacres targeting members of the Amhara ethnic group. Abiy said his government is “sad” that it is not able to prevent the violence perpetrated by the Oromo rebels.
